The YouTube Music Chart will not count views due to the owner of the music MV running ads.
Popular music magazine Rolling Stone says there's a perfectly legal way for artists to increase their MV views on YouTube. Music companies will spend 20,000 to 60,000, even $ 100,000 in the first 24 hours to run the MV ad on another video. In many cases, the above amount can increase to 12 million views for the song.
If users click on the MV to be advertised, or viewed within a certain time, the view will be counted officially, although the viewer does not actively search for that MV.
This type of YouTube ad is calculated differently by region. The cost of buying advertising in the US is the most expensive, but quite cheap in groups of Latin America or the Philippines, India.

On Friday (September 13), YouTube announced a change to its policy for viewing music videos. Specifically, these views will no longer be officially included in the YouTube Music Chart. Users are forced to click on the MV via a direct link, embed page, search or view in the Trending section (Trending) to increase views.
Videos before the date of change will not be affected, but new music videos that want to set a record of views in 24 hours must rely on their own strength.
